Staten Island is more detached housing than a walk-up story. Ranches and split-levels in Great Kills, Eltingville, or New Dorp often have crawl spaces or slab edges that stay wet after a storm. Finished cellars in West Brighton or Port Richmond still hold carpet pad from an old flood. Coastal humidity off the Narrows and the Lower Bay keeps “dried” rooms smelling in August. Vinyl-sided houses can hide wet sheathing at the sill. Mid-island two-families share a party wall the same way Brooklyn does. South Shore flood history is leftover moisture, not a slogan. Say house type and whether it is a crawl, cellar, or first floor on the form.
Ask a licensed job for: a written scope from a licensed mold assessor, the water source named, containment, removal of wet drywall/pad/insulation in bags, and clearance by someone who did not do the tear-out. Do not accept “we spray and leave.” Tenants: tell the owner in writing. 3+ apartments: HPD / 311. We do not file.
